Mother charged with child neglect

PUTNAM COUNTY — A woman whose child was found in the car with an allegedly drunk driver has been charged with child abuse and neglect, and the driver is charged with DUI and child endangerment.

It happened May 2 on Dodson Branch Road, according to warrants and to a report by Putnam Sheriff’s Deputy Joanne Clouse.

Arrested in the case were Andrea Peterson Moore, 30, of Dodson Branch Road, and Thomas J. Montesrin, 23, of Gainesboro Grade, Cookeville.

Tennessee Highway Patrol Trooper Mike Phillips stopped a vehicle for speeding and found Montesrin to be the driver. Allegedly, Montesrin was intoxicated and he had a passenger: a three year old boy.

Deputy Clouse went to assist the trooper in the parking lot of an apartment complex, where the drunk driving arrest had been made.

“He had parked the vehicle he was driving in front of Apartment B-1,” says the deputy’s report. “When they finished the field sobriety tests, the child told them that his mother was inside the apartment.”

Deputy Clouse said the troopers knocked on the apartment door several times, announcing who they were, but no one answered.

“The child told them that the door was unlocked and opened the door for them,” the deputy’s report says. “Inside, they found a female on the floor who appeared to be unconscious.”

The troopers called for an ambulance then, and after further investigation, Deputy Clouse took a warrant charging Andrea Peterson Moore with child abuse/neglect.

The warrant says Moore is “the mother of a three-year-old child” and says she “did not know where the child was.”

“The child was in the vehicle where the driver was arrested for driving under the influence, neglecting the welfare of the child,” the warrant says.

Moore was booked into the Putnam County jail, where bond was set at $25,000. She has a May 25 court date.

Montesrin was also booked into jail. His bond was set at $3,500. He also has a May 25 court date.
