Mother Arrested for Child Abuse Neglect

A mother is arrested for child abuse neglect this weekend. According to police, they received two calls of a mother passed out on Frazier Avenue who had a small child with her. Chattanooga Police found Savannah Downs sitting on a rock wall leaning against a building Saturday around 1 p.m. The woman’s 5-year-old daughter was found nearby with her paternal grandmother, crying inconsolably. Police determined that Downs was heavily intoxicated and under the influence of unknown prescription medication. She’d been unconscious for some time before she was discovered which caused her daughter to become visibly upset that her
mother would not wake up. EMS responded to check out Downs and her daughter. Downs was  arrested for child abuse neglect, possession of control substances, possession of drug paraphernalia and resisting arrest. 

Downs’ 5-year-old daughter was turned over to her grandmother and Downs was transported to the Hamilton County Jail.
