Three charged with child molestation, other offenses in Stephens County

A multiagency child abuse investigation in Stephens County led to three arrests.

The investigation involved the Stephens County Sheriff’s Office, the Georgia Bureau of Investigation and the Mountain Judicial Circuit District Attorney’s Office, said Stephens County Sheriff Randy Shirley.

Shirley said the investigation took about three weeks and resulted in arrests in late March.

“Three individuals in Toccoa had allegedly committed child molestation and offered marijuana to a 13-year-old child,” Shirley said. “Once the investigation started, the GBI was able to exchange emails with one of the suspects, Willie Grady Newkirk III. Once the emails were exchanged with the undercover officer, Newkirk agreed to meet the undercover officer, who was posing as a 13-year-old in Stephens County. Once they met, he was subsequently arrested.”

Newkirk, 36, of Toccoa is charged with two counts of aggravated child molestation, as well as charges of child molestation and aggravated sexual battery.

Authorities subsequently arrested Casey Jonathan Norris, 38, and Jessica Joy Sparks, 31, both of Toccoa, Shirley said.

Norris is charged with three counts of aggravated child molestation and one count each of child molestation, distribution of marijuana, and first-degree cruelty to children. Sparks is charged with two counts of aggravated child molestation and one count each of distribution of marijuana and first-degree cruelty to children.

All three defendants are in custody without bond in the Stephens County Jail.
